Air filters have to ensure,  on one hand, a sufficient air flow on the other maximum filtration to prevent significant particles end up in the cylinders.
These two operations are mutually antagonistic, and the air filter will be better when these functions are optimized.
Standard bikes are usually equipped with paper filters while, for racing use, the filter was made in oil soaked cotton.
